NASA Photo of the Day - The Terraced Night

Hello. Sorry for posting late, but here is a lovely picture of rice paddies in southern China's Yunnan province on January 25th, 2014. However, look above -- see the deep crimson air glow caused by chemilumiscence, "the production of light by chemical excitation". Alongside the air glow, you can see the Milky Way, too. Down below on the rice paddies, you can see this breathtaking view reflected. 

Some important questions can be pointed out though: How come we can see the Milky Way even though an obviously intense phenomenon that may be able to block out the stars is occurring? Within the caption below, it says that the breathtaking sight can be found all over the world! So where can we find similar sights? At what time of the night exactly was this picture taken? Has anything remotely like this occurred elsewhere since January 25th?
